The Constitution of Medina (c. 622) bound Muslim, Jewish, and pagan tribes into a single civic compact — a pluralistic charter, not a sectarian one — and the Quran (2:177) defines righteousness as caring for orphans, the wayfarer, and those in need. Abbott's SB 17 foreign-land-ownership ban targeting nationals of China/Russia/Iran/North Korea (with documented effects on Chinese-American residents), his Operation Lone Star against migrants of every faith, and his Ten Commandments-only religious mandate run against the Medinan pluralism standard. Hinojosa's voting record against SB 14, SB 10, and SB 17, plus her stated solidarity with immigrant communities, sits closer to the framework. Abbott's anti-BDS law (2017) is favored by some Muslim/Arab-advocacy groups as religious-liberty harm; Hinojosa's iVoterGuide BDS-support entry cuts the other direction. Neither is an embrace; Hinojosa is closer.
